Canada Is Changing the Way It Selects Immigrants

Canada has introduced the updated NOC TEER (Training, Education, Experience, and Responsibilities) categories to better identify and welcome skilled professionals in priority sectors such as healthcare, construction, and transportation.

These changes are aimed at ensuring that Canada’s immigration system aligns more closely with current labour market needs and attracts global talent where it is needed most.

According to Immigration, Refugees and Citizenship Canada (IRCC):

“Canada is using a range of immigration measures to address labour shortages, particularly in key sectors such as healthcare, construction, and transportation. These changes are designed to support Canadians who rely on these services and to help employers build a stronger, more reliable workforce to support Canada’s long-term economic growth. As a result, expanded pathways to permanent residence have been introduced for workers in these in-demand occupations.”

Every ten years, the National Occupational Classification (NOC) system undergoes a comprehensive structural review, during which occupational groups and the overall classification framework are reassessed.

The 2021 NOC system is the outcome of this ten-year cycle and reflects evolving trends in Canada’s economy and the changing nature of work.
