Canada Permanent Residence Options

Canada is the # 1 option for most of the people who are thinking of immigration to a new world progressive country. 

In Canada, there are over 80 immigration program options – from Federal programs to Provincial programs. 

Every year, thousands of people from around the world apply for these programs in the hopes of becoming Permanent Residents of Canada. Below is more information on these programs and what kind of options exist for you.

Express Entry Immigration program (EE)

This is by far the most popular immigration program in Canada. The programs is points based and has draws every 2 weeks. Applicants from top of the points pool are sent invitations to apply for Permanent Residence.

In this program, applicants are ranked in the following categories of their profile:

     1. Age
     2. Education
     3. Language skills
     4. Work Experience
     5. Spouse language skills (if applicable)     
     6. Spouse education and work experience (if applicable)

Express Entry is a common system for 3 immigration program applications:

     1. Skilled Worker Program (FSWP)
     2. Skilled Trades Program (FSTP)
     3. Canadian Experience Class (CEC)

Provincial Nominee Programs (PNP)

The Provincial Nominee Programs (PNP) allow provinces to nominate applicants who can contribute to the economic development and prosperity of that province and Canada. 

Foreign nationals who immigrate to Canada under a PNP have the skills, education and work experience required to make an immediate economic contribution to that province or territory.

A province/territory considers applicants based on its immigration criteria and the applicant’s genuine intention to settle there. Applicants have to be both eligible and admissible to that province and Canada.

For programs that are connected to the Federal Express Entry, an applicant gets 600 CRS points if (s)he gets nominated by a province. This effectively guarantees them an ITA in the next round of invitations in Express Entry. 

PNPs that not connected to the Express Entry have their own individual application processes.

The following provinces have active PNP programs currently:

Atlantic Immigration Pilot Program (AIPP)

  • This is a job based program and was created to fill permanent labour shortage needs of employers from four Atlantic Provinces (Nova Scotia, New Brunswick, Prince Edward Island (PEI) and Newfoundland and Labrador).
  • It was started as a 3-year Pilot project but it has been running so well that it has been made a permanent program.
  • Employers who are registered with the AIPP program can provide job offers to prospective PR applicants, which makes the applicant become eligible under this program.
  • There is a provision that if an employer is in urgent need of the applicant before a decision on their PR application is made, they can provide a one-year Labour Market Impact Assessment (LMIA)-exempt employer-specific job offer to the applicant. The applicant can use this job offer to apply for a work permit under AIPP.

Quebec Skilled Worker Program (QSWP)

The province of Quebec has its own Skilled Worker Program that is not connected to the Federal Skilled Worker Program or Express Entry.

Quebec has a special agreement with the Federal government for coming up with its own immigration programs and selection criteria.

The QSWP is a points-based program where the focus of the selection criteria is on foreign nationals who have the education and the occupational skills to integrate themselves into the economy and culture of Quebec. 

Unique to the QSWP is a training list that has many education qualifications. Applicants who have a match between their qualifications and this list get extra points on their applications. 

The QSWP is going through a major overhaul and the province launched a new EOI based (Expression of Interest) immigrant intake system called ARRIMA in September 2018. More than 18,000 EOIs have already submitted on this portal.
